How do I keep a window on top?

Hi! :)

Is there a way to set a specific program window so it's always on top and
clicking anywhere outside of the window won't have an effect within the
window? For example, if I click outside of the window of a game program, the
program doesn't go into pause mode. Or any program whose window I click
outside of will continue to be as if I never clicked outside of it.

Good program and I thank you for telling me about it, but it's not quite
what I'm after. While it does keep a window on top, if I click outside of
the window, it still goes inactive as if the "stay on top" was turned off and
another program had appeared on top. I'm after something that, if I click
outside of a window, it still maintains keyboard/mouse input focus.

That would not work so well, as then you would not have use of the Start
button or Taskbar or anything else.

Good point, but that's the whole idea. I figger that if I do need anything
else, all I'll have to do is to just turn the "keep window on top" thing off.

Since ALL input is being captured by the application, how do you expect
to do that? That is the software equivalent of locking the only key in
the safe.
