How do I keep a "Text Box" visible on screen when scrolling?

Need to keep an instructional "Text Box" visible on screen of excel based
form as user scrolls through form.
 
Use the "Freeze Panes" option. Place the text box in Row 1 and the select row
one

Windows > Freeze Panes

That will lock that row and then the user will be able to scroll all rows
underneith Row 1. Allowing the user to view your Instructions even if they
scroll
