Trying to create an on-line form that does not usually have all lines filled
in, and would like to have the unfilled lines not print. Any Ideas?

don't add more than one line: let the user figure out that when he types
more, Word adds the space by itself (if you let it):

Insert the form field into a table cell (with a fixed height if you
like), give the field (through a style if you like) a text property of
"underlined."
