How do I instant message another outlook contact?

I would like to instant message a coworker through outlook. Is there a way to
do this. I am using Outlook 2007.

Outlook has no instant messaging features.
 
There is however an option in the drop down menu for smart tags linked to
contacts saying 'send Instand Message...'
What is is supposed to be used for?

I've not used Smart Tags yet, so describe what you are clicking to see that
drop-down?
