How do I insert Word art into a picture

Insert the two objects, select the Word Art and click on DRAW (bottom left
corner)-> Order -> Bring to Front

Should work but let me know if it does not

I did that and "order" didn't give me the option to choose..I couldn't select
anything, but I did go to "text wrapping" and clicked on "in front of text'
and it worked...thank you for steering me in the right direction!
