how do I import outlook mail into outlook express?

I am unable to import Outlook messages as I get "Messages cannot be imported
from the MAPI client. No profiles are configured on this computer."
 
Both Outlook and Outlook Express must be installed and functional on the
same machine for the Import/Export functions to work; the process uses
pieces of each program. The error indicates that either Outlook is not
installed or it does not have a user profile defined.
