How do I identify who placed security on a workbook?

I have a workbook that no changes can be made to yet there is not a password
placed on the worksheet. How can I find out the name of the user who placed
the security on the worksheet. It is not the author of the worksheet because
the author cannot edit the worksheet either.
 
Can you elaborate on the specific difficulties?

Does the file prompt to enable macros?
Can you change any cells in the file?
Does it prevent you from saving the file?
If you save a copy to another location does that solve the problem?
