how do I get the format tool bar to come back in use?

I was recently tring to send an E-Mail out and wanting to change the font
size and style but the tool bar is showed up light colored and does not allow
me to ckick on it and change anything from changimg the screen color,
centering, alinging, and font format. I have gone into toolbars and nothing
there had changed the tool bar. Is there something else that will enable me
to use this in my E-mail format?

software you're using. this newsgroup answers questions about developing

This is not the right forum for your question, but I wonder if you have
set your mail format options (in whatever e-mail program you are using)
to compose messages in plain text. In plain text format, none of those
formatting options would apply, and they'd likely be disabled.
