how do I get outlining toolbar to open up as default on toolbar

I have created a table of contents. I want the outlining toolbar to open up
everytime I open the document but it disappears. How can I get the outlining
toolbar to stay in the toolbars as a default???
 
Which version of Word are you using? In some versions, you cannot display
the Outlining toolbar unless you are in Outline view. However, if you are
using Word 2003, I believe it is possible to show the toolbar, via Tools |
Customize. Note that not all commands may be available in, say, Print Layout
view.
