What is "did not work"?

If using Excel 2000 there was a bug with the Windows in Taskbar option not
sticking when the workbook(s) were shared.

Never fixed until Excel 2002 came out.

OR do you want to see two actual workbooks side by side in the window?

This could be achieved by Window>New Window and Window>Arrange>Vertical.

NO....

I believe the answer is two separate exterior windows of excel running.

When you open two files in Microsoft Word, how many windows open? One or
two separate windows. In previous versions of Excel it would open two
separate windows; however, it seems Microsoft is trying to get us to work in
one window for all excel files opened. That is not what is desired.

Two separate windows.

Tools | Options | General | "Ignore other applications" is not the answer.
Tools | Options | View | "Windows in Taskbar" is not the answer.
Window | Arrange is not the answer.

My coworker stumbled on it, but has no clue how he did it, so I know two
separate exterior windows can be opened.
