Are these the directions you followed?
Show the Language bar
On the Microsoft Windows Start menu, and then click Control Panel.
Click Date, Time, Language, and Regional Options.
Click Regional and Language Options, and then click the Languages tab.
Under Text services and input languages, click Details.
On the Settings tab, click Language Bar, and then select the Show the
Language bar on the desktop check box.
If the settings are ON & it still doesn't appear, you may have simply
minimized it. Take a look at the right end of the Task Bar to locate a button
that looks like the characters EN in a blue box (if your working in English)
or may simply appear as 2 tiny overlapping rectangles above a downpointing
triangle (the tip box will contain the word 'Restore'). Click it to unhide
the bar.
