How do I get Excel to complete a web query on an https website?

When I attempt to download a table of data into Excel, using a web query, I
get a message that says "Unable to open <URLL> Cannot download the
information you requested."

I log Excel into the site, and I'm able to view the data in the query
builder window, but it won't actually insert the data to the spreadsheet.

Please help :)
