how do I get "color fill" to work in word 2003

When ever I select color fill the pallatte has no color options. What do I do?
 
Color fill will fill objects such as an oval, or square. If only text is in
your document, there is nothing to fill.
 
Another suggestion is that you have to make sure the item you want to fill
with colour is selected. You can select it by left clicking on it once.
