how do i get cells in Excel to appear bumped-in or bumped-out?

trying to format something in Excel which will show Bumped-in and Bumped-out
columns.
 
maybe borders and color the background. Assuming "bumped in" means
"depressed" or "indented"

What do you mean by bumped in and bumped out? If you mean can you make a
cell look line its raised or sunken. You can but its a lot of work for such
a small feature. But here are the steps:

Creating a 3-D format:

1. Make the background a light gray.
2. Select a range that leaves at least one set of cells outside the
selection - in other words a border of cells that are shaded.
3. Choose Format, Cells, Border.
4. Change the border weight to the thickest line possible. Add change the
color to a dark gray .
5. Apply this border to the right side and bottom of the selections.
6. Change the color to white.
7. Apply this border to the top and left side of the selection.
8. Click OK.
