Not local means you are not on the same network as where the mail host
is located. You are coming from off-domain when trying to access their
mail host. They don't know who you are. You are not their customer of
their Internet service. So try authenticating to their mail host. In
the e-mail account that you have defined in Outlook, enable SMTP
authentication. If reusing the POP login credentials doesn't work for
logging into their SMTP server, configure the SMTP authentication to use
separate login credentials and enter whatever username and password they
require.
