How do I format a cell for time (ex. 02:17 without AM or PM)?

Our office uses a spreadsheet to track test times. I would like to format
the cell to automatically insert the colon when I key (from the number pad) a
time such as 08:37. I tried to format the cell with Format, Cell, Time, Type
(13:30) but it returns 00:00. Thanks for your help.
 
Formatting the cell hh:mm does not keep you from having to type the colon.
If you omit the column, Excel treats your number as 837.

times and dates with separators.
