How do I force entire site to fit to a 15in. monitor size

I want to make every page on the site fit within a 15in. display.

where do I set the site properties such that all pages fit?

Also, is there a feature which will automatically adjust the web site to fit
into whatever screen size the visitor to the site has? 15in, 17in, the site
re-sizes automatically.

That would be cool!

15 inch monitor - is that 800x600px CRT, or 1024x768 LCD, or something
else?

Monitor size is meaningless. A 21" monitor can be set to 800x600px, and
a 15" monitor can be set to 1600x1024px.

Screen resolution is also (almost) meaningless - it only sets the
maximum size for the browser portal.
Design your pages to fit the smallest browser portal your customers are
likely to use. If you place all content in a 100% wide table, and
design for 800x600 browser portal, you will fit most screens and
browsers. The layout will adjust to fit the browser size being used.

How wide is the browser (which is the final determining factor) on these
monitors? Does everyone use a maximized browser? That's the really
important variable to consider.

A common problem with no definitive answer I think. Because browser windows
can be sized to an almost infinite number of combinations below
maximized..where do you draw the line? Personally I draw it at 800 x 600
maximized. I get a headache thinking of all the possibilities below that!
