I know in Outlook Express you can create a rule with "to field does not
contain...", but how do I create a similar rule in Outlook 2000 to filter out
spam emails with empty "to" or "subject" field?

Think in reverse. Instead of *keeping* all e-mails that do not have a
blank subject, *delete* (or move or whatever action you want) all
e-mails EXCEPT those that have an alphanumeric character (a to z, 0 to
9) in whatever field you are checking.
