The third bulleted item after the 3rd paragraph on the page has a link that
says it will provide holidays through 2007...
Personally, instead of having to download holidays files every few years, I
have just made most of my holidays into recurring events -- at least the ones
that follow a set pattern. For holidays such as Easter I have to look up the
dates and add the events manually.
Newer versions of Outlook, as they are released, will obviously have newer
holidays files...and I imagine the Slipstick page (as well as the Microsoft
link within) will be updated after 2007 so those with older versions can
update their lists.

The third bullet mentions Outlook 2000 holidays through 2007, but only 2005
for Outlook 2002.
"Each version of Outlook has had its own holiday list. Outlook 97 shipped
with holidays through 2006. The free download version of Outlook 98 list
included holidays only through 2001, while the version distributed with
Microsoft Exchange Server used the Outlook 97 list. Outlook 2000 shipped with
holidays through 2002, but you can get an updated Outlook.txt file from
Microsoft for holidays from 2003 through 2007. The Outlook.hol file for
Outlook 2002 includes holidays through 2005."
