How do I enable Track Changes in Outlook?

When I go to reply to an email, I wan't to answer a list of questions by
placing my answers next to them and let the Track Changes feature display my
answer. However, I am unable to turn the track changes on and set as my
default for when I reply to emails. Anyone seen this before?
 
Are you using word as your editor? What version of Outlook and Word?

I am using Word as my editor. We use Outlook 2003 & Word 2003. In Word I'm
able to turn Track changes on just fine. However, it's just with Outlook
where it's always grayed out when replying to an email. I've tried switching
from HTML to RTF & plaing text & that had no impact either.

The sender must send the attachment via Word with the Mail to recipient (for
review) option from the "File>Send To" menu. Lemme know if that helps.
