Since you know how to enable it - when you CHOOSE to DISable it, it turns
off ( as you instructed it to do ??)

DO not turn it off and it will always be ON.
Enable it. Then logoff. Will start enabled (since that's how it was when
shutdown). If you turn it OFF and shutdown/logoff - next time will be OFF.
"how it was when shutdown is normal state"

LAN settings are supposed to be always Enabled.

However, if you are talking about an Internet connection where you
need to click on an option to Connect To, then you can:

1) Put a shortcut to this "Connect To:" icon in your "Startup" folder

2) Get a home broadband router and connect your broadband modem to
this. The router will provide you additional security by "isolating"
your PC from being directly connected to the Internet. Most "home"
broadband routers provide Network Address Translation (NAT) which
blocks direct access to any PC/device from the Internet.
