How do I enable a disabled program in Windows Vista Home Premium

A program has been disabled that I would like to run. When i attempt to
open, I receive a message that I should go to the Control Panel and inable
the program. I can't find out how to do so. Help please
 
Rightclick the program icon, and Properties. See if there is an 'unblock'
checkbox on the properties page.
