How do I eliminate gaps between bordered lines in Access reports?

In a report in Access I want to set up a virtual table, each line being
filled with data from a single record. I have borders around the fields. No
matter how close I set the bar between the data and the page footer there is
a small gap between the lines. I would prefer it to look like a table without
the gaps. Is there any way to do this?

I would select all the controls and then resize them to Snap To Grid. Then
make sure the section heights are as small as possible.
