How do I disable the allow/deny pop-up whenever I reply to email?

I'm not sure why it changed, but now, everytime I reply to an email and
everytime I send a new email, I get a pop-up that says an application is
trying to access my address book. It gives me the option to allow or deny.
The allow option can be up to 10 minutes. Where can I configure this to not
pop-up at all or to at least pop-up once and only once when I first run
outlook and send an email?

Strange, can you tell me what you have listed as Add-ins both Add-in Manager
and Com addin, these are located Tools || Options || Other || Advanced
Options. Also if you start Outlook from the Run command with this switch
outlook /safe:3 do you still get the prompts.

Add-In Manager has:

LDVP
Exchange Extensions property pages
Fax server Extensions

COM addin has:

Plaxo

No. But let's get back to my original question. Is there a way to turn off or
change the allow/deny pop-up?

Thanks for the info. That sheds some light on the subject, if only to tell
me that I can't change it. My Outlook is stand alone, no local mail server
that can be used to set policy etc... Based on the article(s), it appears
that the issue is related to the COM add-in that I have.

This is related to your original question, there is a third party app
causing that prompt and by finding what it is means that you can either
remove it or approach the vendor to see if they have an update!

Not exactly true. That's why I told you to look at the #sendkeys section.

It nearly always is. If the author of an add-in doesn't understand Outlook
enough to write the app correctly, everyone who uses it suffers.
