How do I disable spam block in Outlook?

I have Nortons Anti Spam but my Outlook is catching some of the spam before
Nortons can scan. Is it possible to disable Outlooks spam feature?
 
Right-click on a message >> Junk E-mail >> Junk E-mail options .... set the
level to No automatic filtering.
 
Only Outlook rules and existing blocked senders will work if that is
disabled.
You can check your rules and remove all your blocked senders.
 
Biil,
I appreciate the input, but I have no rules, no blocked senders, and no
automatic filtering, and e-mails I need still go into the spam folder. Any
other suggestions?
