How do I Disable Shutdown for a user with win2kpro not
logon to a domain server. is there a registary subkey that
i can add to pervent users from accessing the shutdown
options from the start menu and alt-ctl-del key. my
application will shut down the computer when prompted.
 
Shutting down the system is a user right, not a permission.

Go to start, run, gpedit.msc.

Go to Local Computer Policy, Computer Configuration, Windows Settings,
Security Settings, Local Policies, User Rights Assignment.

Edit the "Shut Down the System" policy.
