How do I delete this pic?

When I use Ctrl + Alt + Del (for instance to access locked
PC) an image appears that is not the same as my
wallpapaer. I cannot figure out how to get rid of it.

How can I delete the image file and select the image I
want to appear when I use Ctrl + Alt + Del?

Thx!
 
Turn OFF Active Desktop, THEN make changes to Background, Apply, NOW
turn ON Active Desktop.
