How do I delete damaged programs listed in Downloaded Program File

There are two programs listed in the "C:\Windows\Downloaded Program Files"
folder as damaged. They refuse to go away when I try to clean up my C: disk.
I can not right click to delete them. How to get rid of them?

The files do not show as damaged during check disk. As an MVP I am sure you
know that the listings in the downloaded programs folder are simply pointers
to programs that have been downloaded and installed by Windows. This is why
you can remove the program listings during a disk clean-up without actually
deleting the downloaded programs.

One of the "damaged" programs is a component of the ActiveX portion of
Windows update, wuweb.dll. When I look at properties for the "damaged"
program I can see what it is linked to. This particular downloaded program
is linked to two files, wuweb.inf and wuweb.dll with wuweb.dll being
identified as damaged in the list. I suspect that the .inf file has some
file info that is telling Windows the wuweb.dll is damaged or corrupted. In
fact, wuweb.dll does not exist on my PC. This is a XP file and I have
upgraded (not sure that is the best choice of words considering all the Vista
issues I have had) to Windows Vista Business. The Windows Vista file is
wuwebv.dll. I did not clean out the downloaded program folder list when I
upgraded so this could be a left over from XP. Other program listed in the
folder also points to a non-existent file.
