How do I create the dots around clip art to rotate and move?

I have a picture I got off of Clip Art and it is boxed in and it will not
allow me to move the picture and/or rotate it. How do I get rid of the box
and be able to use it?
 
You must change the wrapping from In Line With Text to some other style.
