Define "my own link bars".
If you mean FrontPage link bars that use buttons you design, you have to
pick an existing Theme, modify it to use your button pictures, save the Theme
under a new name, and then configure the page (or at least the link bar) to
use the new Theme.
If you want to create your own buttons from scratch, you can configure the
rollovers using either the DHTML Effects toolbar or the Behaviors task pane.
