How do I create email stationary with a moving GIF as a header?

I can make email stationary using a GIF signature and text as a footer as
well as including a background.
I want to add a moving GIF at the top of the page and this I can do in HTML.
However when the 'page' is sent with email written on it the signature file
is included as an attachment.
I want to be able to not send any of my images as an attachment. How can I
do this please?
I am using Office 2003 Outlook.
Thank you in anticipation and perhaps anyone answering this item would
kindly send me an example together with detailed instructions.

I have recently created an html stationary file for a client that
included thier company logo as a gif. After reading your post I tried
changing the logo to an animated gif, and sent it from Outlook to
Outlook Express which worked fine.

You mention that you can make email stationary, but that it arrives as
an attachment. It would appear that you are making some other kind of
error that has nothing to do with an animated gif.

Does the stationary work OK without the gif? Does it work with an
ordinary (unanimated) gif?
