How do I create downloadable content?

Specifically: If I have a pdf file/photo/film clip that I want site visitors
to be able to download from my website, is it simply a case of linking to the
file on my computer via a button?
Or, do I place the file in the background of my site rather than on my pc?

Are there security issues with this? And what If I wanted to charge people
prior to download?
