how do I create a page border using text?

Is it possible to create a custom page border using text?

Only by inserting four text boxes and writing the text into them. The
text along the sides can be rotated 90 degreees in either direction.
Unfortunately, you can't turn the bottom text upside down by the same
method. See http://www.gmayor.com/rotate_text.htm for help with that.
