The best would be Visio, but that is not included in all versions of Office.

PowerPoint has decent drawing tools and a grid you could use to help you lay
out a floor plan.
It'd be interesting to play with Excel too. Set columns and rows to
height/widths that give you square cells (might take some playing as they use
two different measurement systems).
