How do I create a criminal database for shoplifters

You create a database and add the information.

Without more details about what you want to do, that is about as
detailed a response I can give.
 
I'm going to assume you mean a database *about* shoplifters, and not really
a database *for* shoplifters! :-)

Newsgroups are a great resource for answers to specific questions, but the
design of any non-trivial database is likely to require, at the least,
several hours work, and expertise in both database design and the problem
space being modelled, e.g. in this instance the retail security industry.
It's not really the kind of thing that can be done in a newsgroup post.

I will offer one small piece of advise. Get expert legal advice. Seriously -
get this wrong and you could be facing massive damages for defamation.
 
Also, I'd like to add another tip. Typically, it is a good idea to put your
question in the body of your post. Even if your question is exactly what is
in your subject, you should put it in the body as well. Sometimes, people
cannot read the entire subject. If a subject is long enough, it will be cut
off in the message board. Take your post as an example. It showed up as "How
do I create a criminal database for sho..."

Are you sure? Maybe the OP is a thief and wants a database to record his/her
thefts. US law requires people to report their income, even if it is
obtained by illegal means. <g,d,&r>. Of course, I doubt there is much of a
market for an application like this... <g>

Database, I am arresting you on suspicion of committing spreadsheet ...
 
Database, if you do not normalize your tables, I will hold you in contempt of
court. Our jails have some of the highest security of any jail in the
country.... at least we think so. We're not sure if we set up the security
right. Damn that user-level security wizard!
