How do I copy attachments from one message to another?

I want to be able to send the same message with multiple attachments to
multiple recipients over an extended time - in other words, I don't know at
one time up front all of the people to whom I will want to send this message.
What is the best way to accomplish this? Can Outlook "forms" include content
and attachments, to be used as a template in which all that has to be input
is the recipient's email address?

Yes, you can turn off Word as your email editor, then save a message as an .oft templat file for later reuse.
