how do i copy a formula with different cell reference?

how do i, by copying a formula (with cell reference) 3 rows down but the cell
reference in the formula itself refers 20 rows down? i'm using office 2003.
 
If there is a calcuable pattern, then you design the formula to calculate
where it should reference using something like Offset and some math.

If not, then copying the formula would not be practical. You would
reconstruct it.
