How do I configure IIS to relay SMTP mail?

I am trying to configure Windows XP Pro IIS to enable localhost (127.0.0.1)
to relay messages through the local SMTP service, but don't know how to do
this.

Does anyone know how to do this?
 
Be careful!! Most Internet service provider no longer tolerate mail-relays.
A lot a SPAM list managers are targeting mail-relays and are forcing them
close the relays.

Also, read your Internet service contract before starting this. It may/may
not permit service relays (ftp, smtp or web).

Your statement is very confusing, although I know what your meant.
What the sentence says is that SPAM list managers are targeting
mail-relays, and SPAM list managers are forcing themselves to close
the relays.

Why would a spammer want to close the relay they are using to send out
their SPAM?

Like I said, I know you meant ISPs are forcing users to shut down
their mail relays, but that's not what you said.
