How do I change to the earlier daylight saving time

I saw on the TV where we could change our computer to reflex the new daylight
saving time. They said it was done thru Microsoft Office, how is that done?
 
It is NOT (AFAIK) done through Office. See
http://support.microsoft.com/gp/cp_dst. This will step you through the
procedure. I've just done it for Windows 2000, and the only problem I had is
that you can't update Outlook unless it is the default mail client. I guess
I'll have to go back and do that later since I have OE as my default mail
client. <sigh>

Follow-up: It does not suffice to make Outlook the default email client in
Tools | Options | Other in Outlook itself; you actually have to change it at
Control Panel | Internet Options | Programs as well. <sigh>
