Hold the mouse pointer over the top edge of the taskbar. If it doesn't
change to a double-headed vertical arrow, right-click a blank area of
the bar and click "Lock the Taskbar" to turn off the check mark. Then
use the double-headed arrow cursor to drag the top edge downward until
it snaps into place. Finally, right-click and lock the taskbar.
