How do I change the colour of a comment baloon

I'm adding comments to a document and want to be able to colour code them
according to their source. How can I define the colour of a comment baloon?

Tools/Options/Track Changes. Set the "Comments color" to "By author". The
comments for each author will be a different color, but there's no way to
control *which* color is assigned to any specific author - and the colors can
change each time the document is opened.
