HOW DO I CHANGE LIST OF OPTIONS IN TIMES IN DROP DOWN MENU

When I want to add a new Task to my Calendar, I only have the option of
setting reminders at the top of the hour and half hour increments in the drop
down menu to the right of the select date I want a reminder: 8:00am, 8:30pm,
9:00am etc. Can I change the options of times to be in 15 min increments,
8:00am, 8:15 am, 8:30am, 8:45am, etc?

Also when I get an OVERDUE message on my reminders, the list of the SNOOZE
time increments is missing some times that would be more to my liking. Can I
change the options in the drop down box next to "click Snooze to be reminded
again:"? (listed are 5 minutes, 10 minutes, 15minutes, 30minutes, then it
jumps to 1 hour, 2 hour, 4 hour, 8 hours --- I'd like to add 20 minutes, 45
minutes, and 3 hours to the list).

Just enter the time you want. You can also change the time scale by
right-clicking the left calendar border in Day view (the time scale down the
left side) and choosing "15 Minutes".

I don't think that list can be changed.

That part of Calendar is not where I want the 15 minute increments.
It is in the Task scheduling area, down where you input a Reminder, and the
drop down box next to the date box for the Reminder. I suppose that menu
cannot be changed either. Dangit.

If you click in the area where you want to place your preferred reminder and
type, for instance 30m, it will give you a 30 minute reminder. If you want
a month reminder, type 1m. Tab out of the reminder window and your reminder
will show as you wish.

It is called Natural Language and works in all reminders and time fields
across Outlook.
