How do I change case in Excel

I didn't find "change case" in formula of Excel. Pls anyone help me. Thank you!
 
There isn't a "change case". There us an Upper, Lower and Proper, but no Change.

Text
Upper- for changing to caps
Lower- for changing to small letters
