How do I center a shared border

I am trying to create a web site with shared borders, but want the top border
to be centered regardless of the resolution of the viewer. Is this possible?

No, however you can insert a table and then set it's alignment to be centered.

This table would need to be independent of any border, if I understand
correctly. I am trying to get all pages to appear with the same header.

No, the top shared border will cover the entire top of each page from left to right, so it you
insert a table, set be centered aligned then the table will always be center in the top shared
border across the top of each page
