Yes, Try this:

Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced.
Click Security and click on Restricted Sites then click on Sites Button and
there under:
Add this site to the Zone:
[ http://www.usenixypixyfoxy.com ] [ Add ]

Web sites:
All the blocked site can be found here and if you want to allow access in
the Future just remove the site.
Click Privacy Tab then Sites and there Block or always allow.

Or the Hosts file:

Are they spamming you with email? Getting Pop-ups? Block?
YOU access a website. You can set up your PC for Parental Control
so the website cannot be accessed unless I misunderstand your question.

Is this for you, or your kids?

If this is a parental-control issue, check out software like NetNanny.
This will give you lots of easy-to-understand control over the system; not
just what sites can be accessed but at what times.

You just have to be sure that you use a decent password, and change it
regularly. It's no good if the kids know the password.

The best filters I've found are PC Chaperone (http://www.pc-
chaperone.com). They are very easy to use and very powerful. This
program also has a lot of other useful features, more then any other
parental control I've tested.
