How do I automatically downsize pictures for emailing

When e-mailing a picture, my computer used to prompt me if I wanted to
downsize the pictures before e-mailing. I recently had problems with my
computer and had to reinstall my programs. Now the computer no longer
prompts me and the pictures will be added to my outlook e-mail at full size.
Any help on regaining this functionality will be appreciated.

The process described for making the pictures smaller is the procedure I used
to use. Since reinstalling the programs the option of right clicking on the
picture and going to "send to" no longer works for giving me the option of
making the pictures smaller. I have to believe some function and/or default
is not working properly.
