how do I assign an Object Action to an Action Button?

The object action is always greyed out. I'm trying to animate a button, so
that when clicked it moves to predetermined position on the slide.

Object action is available only for inserted videos. What you want to do
can be achieved with animations. Look at Slide show - Custom animation
