How do I assign a task, without sending to the user?

An upper level manager wants to assign tasks to Outlook (2003) users, but
without sending the task to that person. He wants to do this for tracking
purposes. My suggestions of putting the person's name in the subject line
are not welcome or using the "waiting on someone else" status and using their
name in the comments section are not acceptable. Anyone have any ideas?

the only option I can think of is to assign a category or contact to it, but
I'll bet the boss won't like that idea either. :)
