How do I allow only full page on form?

I have allowed the form to be pop-up, removed the minimize/maximise buttons
and the scroll bars, yet it doesn't maximise instantly to full-page on
pop-up. Any idea how I do this? Thanks for your help.

that's by design: modal windows do not maximize.

In general, it is A Bad Idea to force maximized or any other particular size
of forms on users, because users like to control their own desktops. I've
known people to demand their money back because of what they considered
"misbehaved" applications that did similar things.
