How do I add my ISP to the Web Publishing Wizard?

I have read the 'How to use the Web Publishing Wizard to Post HTML Documents' article 166085 in the Microsoft Knowlege base but it's not working me. When I try to publish it the only ISP showing is MSN (I use AT&T Worldnet). The article says that I should be able to push 'New" and add the new ISP...but there is no 'NEW' on the screen. I've looked all over and can't figure out how to do this.
